Well, being "Pro-Active" does not mean that you should invite them to your shop to display your compliance. You may find that these agencies will take the time to look over your ENTIRE operation. You may be opening a virtual Pandora's Box of regulation issues that you did not intend.

My advice would be to research the local laws, both city and state. Then make a plan to be in compliance with those laws. Document your efforts and keep them handy should the time come that your called into question from those agencies.

As for options there are many that can include dip tanks with biodegradable cleaners, recirculation systems that use non-petroleum based solvents and as mentioned filtration systems that will remove the solids from inks, and emulsions. While its great to see that more people are concerned over these issues, note that virtually every city municipal water system is perfectly capable of removing the solids from the water waste. Its the chemicals that pose the greatest issues for them, which is why a print shop should not, or ever use things like mineral spirits for cleaning.
