Okay, so why not make like a Nike ad and Just Do It?
You apparently have CorelDRAW. yes? Is this a spot color CDR straight-up vector file?

Select everything and copy onto a new page. Make everything some spot color. Change the objects to your desired halftone tints (you can even vary this depending on your top colors if you want to get fancy)

As for the stroke, CorelDRAW uses outlines (which straddle) or contours which can be positioned more like Adobe's strokes.
Are the strokes needed because of the underbase, or are they to change a design component?
If for the base, you may want to merely choke the base with a 1 point outline (a half point choke)

Try it, and come back with specific issues. Even in this ghost town we still have a couple of helpful experts.
