What exposure unit?

As for your positives, how are you making them now?

If your stencil image area is hard to dissolve and rinse down the drain, the positive let some UV energy through. Compare it to a dime or some aluminum foil. They will stop UV energy!

What does your Stouffer 21 step hardness scale show?

The Stouffer 21 Step Sensitivity Guide is made by Stouffer in South Bend, Indiana and has been used in wet dark rooms for 100 years.

The job of every screen maker is to first harden the stencil and then worry about how fine a line you can print.

The Kiwo calculator is used to bracket (simulate) exposures to determine the the best exposure for fine lines. First, you have to completely harden the stencil, so it can resist water development, and then rubbing the inside of the screen with a rubber blade where the stencil got the least amount of exposure. This rubbing is just like an eraser and breaks down the under exposed stencil.
