  Phosphoresence inks need to be printed onto white. As you are printing onto a black garment then print a really good white first, such as Wilflex Sprint White. Then print the phosphoresence through a 34 (86) mesh to ensure sufficient ink is down for a really good glow effect. The ink will need charging in daylight before it is effective in the dark.
